Aviation Infrastructure, Planning & Delivery
Land Use Plan for 2020 Master Plan
PSA Infrastructure worked with Brisbane Airport Corporation to prepare the Land Use Plan for the 2020 Airport Master Plan.
The project involved preparation of new zoning and precinct plans, drafting of zone purpose and overall outcomes, updating and rationalising of the land use definitions and undertaking a compliance assessment with Local and State Planning Provisions as required of the Airports Act.
Public Safety Area Assessment
PSA Infrastructure worked with Transport for NSW Roads and Maritime Services (RMS) to assist with a review of risk assessment process associated with the Public Safety Areas at both ends of the runways at Western Sydney Airport.
The task included applying the National Airports Safeguarding Framework (NASAF) Public Safety Area definition, and reviewing the relative risk ratings of the Trapezoidal and UK models on road, rail infrastructure and land uses adjacent to the Airport. The findings were reported against the As Low As Reasonably Practical (ALARP) method a defined by the NSW Hazardous Industry Planning Advisory Paper.
20 Year Precinct Plan
PSA Infrastructure working with Maranoa Airport, Roma Regional Council delivered a 20-year Precinct Plan and Land Use Strategy that focused on unlocking the commercial potential of council-owned land. The plan identifies commercial and industrial opportunities based on economic demand, site constraints and stakeholder input – while ensuring development aligns with aviation safety and access requirements.
The strategy positions Roma Airport as a key freight and commercial hub, offering the Council a practical roadmap to attract investment.
DIA Masterplan Development Planning
PSA Infrastructure was commissioned to assist Darwin International Airport with the development of concepts for the upgrade of Henry Wrigley Drive, Sir Normal Brearley Drive and Pederson Road to facilitate the airport's master planned expansion of commercial and terminal developments.
The services included concept functional layouts for intersections, strategic advisory of land use, airport, road and infrastructure planning and utility provisioning.
Development Overlay Advisory
PSA Infrastructure applied it's knowledge of planning instruments and aviation airspace protection to assist a client in developing specialised project briefs for the assessment of Obstacle Accountability Areas (OAA) for approach paths for rotary aircraft operations.
Industrial Precinct Planning
PSA Infrastructure worked with Brisbane Airport Corporation to prepare an Industrial Precinct Plan.
The precinct plan was to maximise opportunities arising for a site identified with new runway and was also used to size supporting and enabling infrastructure. The precinct plan had to address access to airside facilities and maximise opportunities for large footprint industrial and logistics uses.
Business Case Development
Feasibility Review for RCC Future Administration Accommodation Project
PSA Infrastructure completed a strategic assessment for Redland City Council’s proposed new administration office project.
The project applied the strategic assessment and options analysis business case method to apply a comprehensive evaluation of performance to shortlist locations for a proposed new council administration building.
Future Campus Development Advisory
PSAI was commissioned to provide procurement advisory and due diligence services to Monash University informing to development of the Monash Malaysia and Monash Indonesia campuses.
The assignments required the development of a first principles program of services and procurement strategy informing project planning, functional requirements, procurement models, risk identification and management and project governance approach
Gateway Review Mooloolah River Interchange
PSA Infrastructure completed a Gate 2 review for the Mooloolah River Interchange Business Case for Queensland Treasury.
Working with the project review team, our expertise in infrastructure planning and delivery enabled us to provide significant input in the risk management, environmental improvements, safety, traffic, transport, design and project delivery.
Light Rail - Gold Coast
PSA Infrastructure has been engaged to provide in house advice and planning expertise in the development of business cases for the Gold Coast Light Rail Stages 3 and 4.
The advice relates to demonstrating light rail land use benefits and how to realise those benefits through the planning system. The aim has been to deliver integrated land use and transport outcomes to maximise the benefits from an investment in light rail.
Civil Infrastructure & Planning
Suburban Rail Loop Project
PSA Infrastructure was engaged by Monash University in a project director role. Responsibilities included strategic planning, programming, approvals, and delivery in relation to rail infrastructure for the Suburban Rail Loop Project and development of the Monash Rail Station. The Monash Station is one of six new stations in Stage One of this significant project under the Victorian Government’s Big Build Program.

Electrical Network Agreements
PSA Infrastructure was engaged by Archerfield Airport Corporation to formalise an electrical services agreement which provides power customer connection to development sites at airport.
The scope of services includes project scope development for engagement of specialist electrical contractors, engagement with the Utility providers, contractual terms review and advisory, engagement with the Commonwealth Department of Infrastructure, Transport, Regional Development and Communications

Infrastructure Assessment
PSA Infrastructure is providing infrastructure services and planning advisory to the North Queensland Industrial Land and Infrastructure investigation project.
The tasks include developing a cross functional matrix of current serviceability to support the roadmaps for advance manufacturing, aviation, bio futures, defence sector industrial requirements to define the infrastructure to support a catalytic industrial land use uptake.

Commercial Positioning & Negotiation
Connections & Service Agreement
PSA Infrastructure was commissioned by Archerfield Airport Corporation to plan, develop a negotiate a customer connection and service agreement with a Utility service provider. Through PSAI’s detailed understanding of planning, approvals and operations of federally leased airport’s, and planning of Utility services, the project team provided specialist advice on commercial risks, developed a demand based model that informed consumption by development area and negotiated commercial terms.
Building Acceleration Fund Submission
PSAI was commissioned by a private developer to prepare a submission for the Department of State Development, Economic Development Queensland’s Building Acceleration Fund. The Building Acceleration Fund 2020, is a Queensland Government initiative to invest in infrastructure projects which stimulate economic recovery as part of the Unite and Recover for Queensland Jobs strategy. The initiative set objectives to generate economic development, leverage private sector co-investment and unlock development through catalysing infrastructure.

PSA Infrastructure’s expertise in commercial, development and planning has been applied to specific assignments for Archerfield Airport Corporation. Applying knowledge of Federal, State and Local government legislation as they relate to development, PSAI continues to provide commercial development advisory services on matters to do with Utility services, land use planning and land services and charges.

PSAI has recently worked with private and government clients to develop management frameworks by adopting principles to achieve better integration of services. We do this by working on our client's behalf to facilitate feedback from multiple parties, aligning outcomes and securing stakeholder buy in on business practices and projects.
Infill Corridor Infrastructure Coordination Plan
PSA Infrastructure has been commissioned by Department of State Development Infrastructure Local Government and Planning to assist in establishing a process for the Council and relevant State agencies to develop a shared understanding of the future infrastructure needs for the Sunshine Coast Urban Corridor, Maroochydore to Caloundra. This strategic corridor is an identified focus area for infill development and employment growth.
Growth Area Infrastructure Compacts
Commissioned by Queensland Treasury’s City Transformation Taskforce, PSA developed the South East Queensland City Deal Growth Area Infrastructure Compact (GAIC) concept as one of six priority areas included in the SEQ City Deal under the housing and planning domain.
The compacts’ framework brings together infrastructure, utility and service providers across government to better coordinate and align the planning and sequencing of infrastructure and services in major expansion and consolidation growth areas.
