PSA Infrastructure is a specialist advisory, engineering and planning consulting group with expertise in civil and social infrastructure.

 

Our highly experienced team of infrastructure experts are backed by more than 30 years of experience, and we're committed to the delivery of smart and responsible infrastructure. 

 

The depth and breadth of our experience enables us to provide world class advice, guidance and infrastructure planning services to some of the largest public and private organisations across Australia. We offer a number of prequalification services and have been appointed to multiple panels.

Our clients include government, private developers, asset owners and educational institutions, and we have a demonstrated track record of achieving successful planning, project management and delivery outcomes.

PSA Infrastructure is affiliated with PSA Consulting, a leading integrated transport and town planning consultancy. Established in 2004, PSA Consulting has built a reputation of working in partnership with government and private sector clients to deliver innovative solutions in Town Planning, Traffic and Transport Engineering, Transport Planning and Program Management.

Terry Rossitto
Managing Director

 As the Managing Director of PSA Infrastructure, Terry has extensive experience in private and public development, strategic planning with a focus on business, governance, operations, delivery, and capital investment. With 30 plus years of management and engineering experience his skills are in the planning and delivery of public and private assets, commercial negotiation and major project management holding director roles for significant infrastructure projects.

 

Terry is the immediate past Chair of the Infrastructure Association of Queensland, is a Fellow of the Institute of Engineers Australia and a Graduate of the Australian Institute of Company Directors. He is a registered Professional Engineer and registered Gateway Reviewer.  Terry volunteers his expertise to boards and his time as a mentor to young engineers.

Kirstin Houston
Senior Engineer

Kirstin has a broad range of experience in impact assessment, concept development and transport assessment and brings a wide perspective and well-rounded approach to all projects she is involved with. Kirstin’s experience ranges from impact assessments for urban and rural developments, passenger transport infrastructure planning, intersection assessments, corridor and route analysis, strategic area studies, and traffic design. Kirstin has gained experience working on strategic planning projects, strategic area studies and State government policy.

Ian Hall

As an experienced advisor to the PSA Infrastructure business, Ian Hall is an accomplished Executive Leader who can evidence a career of significant achievements. Ian brings a wide range of organizational contexts across a diversity of sectors including the Water Utilities, Aerospace, Telecommunications and ICT industries. He brings over 35 years of experience in a variety of roles.

 

Ian has a track record of applying his technical and commercial acumen, interpersonal skills, relationship building and leadership qualities to the creation of sustainable business success and the realisation of corporate strategic objectives.

Jamie Kraus

Jamie is working in his second year on his bachelor’s degree of Urban Development (Urban and Regional Planning) (Honours) at the Queensland University of Technology. He has recently joined the PSA team in 2023 and began working on a wide range of projects from both public and private clients. His close involvement working alongside the experienced and diverse team is continuing to expand his professional development as an infrastructure planning professional.

Mal brings a comprehensive range of planning skills and experience to PSA Infrastructure, with 30 years’ experience in delivering land use, infrastructure planning and policy development solutions. He holds a comprehensive understanding of the dynamic policy environment of development and a demonstrated record of delivering major projects. Core professional strengths include the ability to effectively assess the needs of a project, the current policy framework and determine an approach for the successful delivery of land use and infrastructure projects.  As Managing Director of PSA Consulting, Mal provides the link between PSA Infrastructure and PSA Consulting. 

 

Mal is a member of the Queensland Property Council Planning and Development Committee and is a Registered Practicing Planner. His expertise has been recognised with an Award for Excellence from the Royal Australian Planning Institute and he was named 2017 Queensland Planner of the Year.

Tim Cunningham
Senior Construction Manager

Tim has spent over 30 years developing his career in civil construction. For a significant portion of this time Tim has worked on Major Projects in Australia. His experience has generally been with bridges, roads and tunnels. He has been involved in heavy civil engineering on some of Australia’s most iconic projects, including Glebe Island Bridge Sydney, Elevated roads on City Link Melbourne and Airport Link Brisbane. Tim’s real strength lies with understanding all aspects of project delivery across multiple disciplines. Tim is very familiar with TMR, TfNSW and VicRoads commercial and technical requirements having applied the standards across these major Australian civil projects.

Anastasi Stergou
Graduate Engineer

Anastasi (Stasi) has completed his bachelor’s degree of Civil Engineering (Honours) at The University of Queensland. Joining PSAI in 2021 he has been directly involved in projects working with the company Directors and the PSA Consulting team. 

Stasi is continuing to strengthen his professional skills and understanding under the guidance of the experienced PSAI team. Increasing exposure and involvement in a wide variety of projects with many of PSAI’s clients, both public and private, is assisting him with his personal development as an engineer in this field.

Darcy Savage
Senior Project Manager

Darcy is a planning and management specialist with experience across the entire lifecycle of large-scale multidisciplinary infrastructure projects in the aviation and transport sectors. As a Civil Engineer, his responsibilities have included strategic planning, construction management, project management, design management, precinct planning, risk management and transport planning; all whilst upholding a commitment to high safety, environmental and quality standards.

His strengths include effective communication, critical thinking and an ability to identify and target the root drivers of an issue - enabling a measured, efficient, and effective response. Darcy thrives in a collaborative environment, where partnerships are built through commitment and trust, with emphasis placed on delivering integrated outcomes.
